Wall Street Journal: Intel seeks TSMC to invest and form an alliance

According to a Wall Street Journal report on the 25th, U.S. chip giant Intel is actively contacting TSMC, the world's leading semiconductor foundry, to explore the possibility of Intel investing in or forming a joint venture with TSMC. The report points out that this move is seen as a key step in reshaping the global chip supply chain landscape under the strong leadership of the Trump administration, combining a dual strategy of high tariff barriers and supporting state-owned enterprises.
 
The Wall Street Journal points out that the Trump administration is planning to impose heavy tariffs on overseas semiconductor companies in an effort to force the tech industry to purchase American chips, but will grant temporary tariff exemptions to companies that commit to setting up factories in the U.S. This "tariff-for-investment" strategy aims to address the dilemma that U.S. companies' customers still prefer overseas products due to price factors after the Chip Act subsidies, and to reduce strategic dependence on production bases such as Taiwan.
 
The report also analyzed that, at the same time, the US government is making every effort to support Intel as a representative of the national team. In addition to acquiring a stake of about 10% in Intel in August of this year, it has also successfully attracted major companies such as SoftBank and Nvidia to follow suit with investment, clearly demonstrating that it regards Intel as an indicator of revitalizing the US chip manufacturing capabilities.
 
Furthermore, the Wall Street Journal, citing sources familiar with the matter, reported that Intel, with government support, is actively seeking external alliances and that a preliminary agreement has been reached. Intel has not responded, while TSMC reiterated that there are currently no related negotiations.
